Since everyone pays the same base fee and the priority fee, in most cases, is a small percentage of total fee, most transactions don't end up overpaying for gas. Therefore, this small sample of data suggests that EIP-1559 has succeeded in what it set out to achieve: more predictable gas prices, and less overpayment in gas.
